After stopping the remnants of the Red Empire from reclaiming the world, legendary warrior duchess Cart-Dragger and her new allies finally make significant progress in the restoration of her city. When she expands her horizons and tries to mediate a conflict between two neighboring cities, she arrives just in time for one of them to be attacked by a sea monster army of unknown origin. Amidst ominous whispers of "the race of evil," Cart-Dragger must figure out whether old enemies are at it again or if the world faces a frightening new threat.
