The work atmosphere at Army Intelligence was soured by constant feuds among the various bureaus. In this letter, Major Max Waibel, the head of Procurement Office 1, tells the Deputy Chief of Intelligence, Colonel Werner Müller, that he is tired of being accused by the French Bureau of overstepping his authority by receiving immigration forms from the border checkpoint in Boncourt. He explains that these forms were sent to him by mistake, so he forwarded them to the French Bureau, as should be expected. Waibel complains that the head of the French Bureau did not discuss the issue directly with him but rather “bothered” others about it (BAr E 27/9519). See pages 330 (note 250) and 331 (note 251).
