Engineers have been scratching their heads over how to manage the Cuyahoga since the first settlers came to Cleveland in the late 1700s. One plan from 1917 would have drastically altered the flow of the river as well as the appearance of the Flats. While the U.S. Army Corps of Engineers does maintain the river’s depth through dredging, no scheme as ambitious as this one has ever been launched.
