He refused to leash the dog or keep it off hers. Ms. McGowan said the most recent argument had occurred early this morning.     The male witness, Clancy Washington, said he’d just returned from buying a newspaper and some juice at the deli across Addison Avenue when he saw the man and two women shouting. “I thought it was some kind of boyfriend/girlfriend thing at first,” he said. “Then when he stepped back and pulled out the knife, I thought, ‘Oh, man, this is serious.’” He said he began running toward the man, but before he could reach him, the man slashed Ms. Masters and ran away. Mr. Washington said he’d run north, toward Oak Street; he wasn’t sure if the man had turned at Oak or continued north. By then, he was trying to help Ms. Masters stanch the blood from her cut.

    The female witness, Marisol Alvarez, did not see the slashing incident. She was walking south along the park on the eastern edge of Addison Avenue, heading for the bus stop at Addison and Ash. She heard shouting, then screaming, and a man came running toward her. “He almost knocked me down,” she said. “He smelled bad, too, like he hadn’t bathed in days. And his eyes were all red and crazy. The suspect rambled incoherently for about 30 seconds as Officer Travis continued to order the suspect to drop the weapon. Eventually, the suspect laid the gun on the pavement and stepped away. Both officers then approached the suspect and ordered him to lie down on the pavement, which he did. The suspect was then handcuffed and placed in the patrol vehicle.

    The suspect was identified as Thomas Wayne, who lived at 312 Polk Avenue. The officers then obtained statements from witnesses at the scene.

    Gayle Staubach, Thomas Wayne's next-door neighbor, stated that she had heard both male and female voices yelling from inside the Wayne house. She then saw a black SUV, which she described as belonging to the suspect's wife, Virginia Wayne, pull out of their garage and travel west down Polk Avenue at a high rate of speed. Less than a minute later, she saw Thomas Wayne walk into the street, carrying a gun and screaming that he was going to shoot himself. She immediately phoned the police and remained inside, but continued to observe Wayne through her upstairs bedroom window until officers arrived on the scene.

    Kenneth Randowski, who lives directly across the street from the Waynes, stated that he was returning home from walking his dog around the block when he first saw Thomas Wayne in the street. As Randowski walked along the sidewalk, Thomas Wayne turned toward him and shouted, "Don't try to stop me, or I'll shoot you too!" Wayne then waved the gun in Randowski's direction.     Jacob Page was staying as a guest at another neighbor's house, two doors down from Thomas Wayne's residence. Page was smoking on the front porch of the house when he saw Thomas Wayne walk out into the street with a gun. Page could hear that Wayne was shouting, but could not make out what he was saying. Page then went back inside.
