Kempthorne Letter

Note: When this letter was sent, Fran Mainella, director of the National Park Service (2001–2006), was not among the signees. Less than a year had passed since she left her job, and federal policy governing the interactions of former presidential appointees with their former agencies prohibited her from adding her name to the list of supporters. In November 2007, Mainella did so, stressing, “When there is a conflict between conservation and use, conservation is predominant.”
