The Parallax Human Intervention Unit has been initialized. We project a $2 million Black Budget running cost for the 1948 fiscal year, rising to $2.7 million in 1949, and $3.2 million in 1950. This includes a one-time compensation package with D.W. Prospecting for the use of their employees, henceforth to be referred to as Subjects, and facilities.

Professor Jonathan Taylor, formerly of Harvard Medical School of Psychiatry, has completed an assessment of fifteen Subjects. All satisfy eligibility and suitability requirements. Each Subject will be adequately compensated at $40 per week. All food and emergency accommodation costs are included in the budget figures above. Binding confidentiality agreements signed by the Subjects are enclosed herewith.

Stage I experiments will commence November 11, 1947.
