Subject: Parallax Disbandment

As you are no doubt aware, President-Elect Thomas Flanagan has announced spending cuts to nonessential programs. To this end, my office has been instructed to identify programs that no longer fulfill a purpose within the CIA’s overall operations. Under your stewardship, the program’s budget has blown out by forty-five percent and, frankly, we have seen very little in terms of cost benefit. No new studies or developments have come forward from Parallax in the past two years. Therefore, we regret to inform you the project must be disbanded.

We expect decommissioning of the Colorado facilities to begin January 2, 1985, with a view to completion by no later than June 30, 1985. It is understood your existing budget will cover the removal and disposal of equipment, staff redundancies, and deprogramming of remaining Subjects.

Parallax can be proud of its history in developing advanced hypnosis techniques and furthering microchip technology. The President-Elect and the CIA thank you for your loyal service. If you wish to discuss joining another project, I would be happy to schedule a meeting.
