If you don’t want the touch of smoke and heat the chipotle brings to this sauce, simply leave it out.

Select sauté on the Instant Pot® and adjust to normal. Heat oil in pot; add onion and cook for 2 minutes or until softened, stirring frequently. Add garlic; cook and stir for 1 minute more. Press cancel.
Add ketchup, water, brown sugar, vinegar, honey, chipotle, chili powder, mustard, and black pepper; stir well. Secure the lid on the pot. Close the pressure-release valve.
COOK
Select manual and cook at high pressure for 10 minutes. When cooking is complete, use a quick release to depressurize. Press cancel.
SERVE
For a thicker sauce, select sauté and adjust to less. Bring sauce to a simmer. Cook for 5 to 10 minutes or until mixture reaches desired consistency, stirring frequently. Press cancel.
