* The Trump administration referred to its Afghanistan strategy as its “South Asia strategy” in order to distinguish it from the “Af-Pak” strategy of the Obama administration. In reality, this was a distinction without much of a difference since both strategies were largely focused on what to do in Afghanistan. A senior official involved in Afghan policy explained: “They like to call it the South Asia strategy because it sounds more holistic. It is not a South Asia strategy. It is an Afghanistan strategy, with the treatment of Pakistan being almost entirely through the lenses of the Afghanistan strategy.”
