Directive to Lu Ji’an, July 16, 1989.
1. On July 13, 1989, “Selected Excerpts from Letters” compiled by the Office of Letters and Petitions of the Shanghai Municipal Party Committee and the municipal government included a letter from some of the staff at the Joint Company of the Shanghai Automobile and Tractor Industries. The letter said that in the course of indigenizing production of Santana parts, certain leaders were one-sidedly pursuing targets and falsifying information. This is the directive Zhu Rongji wrote on the excerpted letter.
2. Lu Ji’an was then deputy chairperson and general manager of the Joint Company of the Shanghai Automobile and Tractor Industries.
3. To “kill” is to use harsh administrative penalties, including removal from office; to “sacrifice” is to stop everything and start all over.
