  1. Grind half of the sesame seeds (set the whole seeds aside for garnish), then combine with everything except chicken and scallions.  Stir in the ¼ cup of water and mix well.
  2. Make 2 slashes in each chicken piece to allow for the marinade to penetrate, then cover with marinade and refrigerate overnight.
  3. Grill over moderate heat for about 30 minutes, until charred and cooked through.  Turn frequently to prevent burning and watch for flare-ups.  Alternately, roast the chicken in for thirty minutes at 450 degrees, turning once.  Garnish with scallion and reserved sesame seeds.
