1. Make the sauce: Pour ¼ cup of the orange juice into a small bowl and whisk in the cornstarch until smooth. Whisk in the remaining orange juice and the remaining sauce ingredients until well blended.
2. Prepare the beef and vegetables: In a medium skillet, heat the canola oil over medium-high heat. Add the beef and cook, stirring occasionally, until browned on all sides, 2 to 3 minutes. Reduce the heat to medium and add the bell pepper, snow peas, and carrots and cook for 1 minute, stirring constantly.
3. Stir in the sauce and simmer until it thickens slightly and the vegetables are crisp-tender, 1 to 2 minutes. Sprinkle with additional tamari, if desired. Serve over hot cooked rice, garnished with cilantro.
