In a large bowl, whisk together the thyme, rice wine, chicken stock, turmeric, black pepper, oregano, paprika and sugar. Rub all sides of the lamb shoulder with the spice mix.
Press the Sauté button on the Instant Pot and heat the oil. Add the lamb to the pot and sear for 5 minutes on both sides, or until browned. Add the remaining spice mixture, water and butter to the pot. Stir until the butter is melted.
Lock the lid. Select the Manual mode and set the cooking time for 45 minutes on High Pressure. Once cooking is complete, do a natural pressure release for 10 minutes. Carefully open the lid.
Serve hot.
