Stephen Breyer, who was appointed by William Jefferson Clinton in 1994, wrote dissenting opinions in Printz v. United States and Heller v. District of Columbia. In his dissent in Printz, he argued that other federal systems, like Switzerland and Germany, have local states implement regulations and decrees enacted by the central “federal” body.
