If you are not adding a whole lot of butter, add cheese.

Method
Combine the milk, water, butter, and salt over low heat and bring to a gentle simmer
Next, gradually whisk in the flour, pepper, and cook until it is no longer sticking to the sides
Place the dough in a mixer and whisk to cool
Add the eggs one at a time until all the eggs are incorporated
Next, scoop the dough into a piping bag and squeeze into a lined baking tray. Top with cheese
Leave some space between them and bake in a preheated oven for 30 minutes or 45 to brown
Lastly, turn the oven off and allow them to cool before bringing them out
