Police Incident Report.                William Walker, an inpatient at Provo Behavioral Hospital, somehow obtained a Santa Claus costume on the night of December 23, 1990 from an unknown source. After the 9 p.m. lockdown, Walker put on the costume and strangled his roommate, HIRAM RANDOLPH, then pushed the attendant call button by the door. When attendants FRANK MCCRAE and SALLY NOLAND arrived, Walker stabbed MCCRAE in the eye with a sharp pencil, killing him instantly. He beat NOLAND unconscious and used her keys to let himself out.              As he attempted to exit Provo Behavioral, Walker entered the receiving room where two police officers were assisting with the intake of a disturbed individual. Surprising them, Walker managed to relieve Officer JACK W. FORREST of his service weapon, killing him in the process. Subsequent events are still being investigated but over the next two minutes, 26 rounds were fired in the receiving room, Officer SEAN MCKINNEY was wounded and Officer THERESA MALLORY was killed. Walker then escaped using Forrest’s car. He proceeded to 212 North 1200 East Street, the residence of Lynnette Tarkington.
