The principal unpublished sources for this reassessment of Adm. Frank Jack Fletcher as a carrier commander are official U.S. naval documents and personal papers. Most are held by the National Archives in two locations. Archives I in downtown Washington, D.C., contains most U.S. naval records prior to 1942. Archives II at College Park, Maryland, has the action reports, war diaries, operation orders, and administrative files divided between Record Groups 38 (RG-38, Chief of Naval Operations) and 313 (RG-313, Flag Files). RG-457 comprises the radio intelligence materials released by the National Security Agency. The Operational Archives Branch of the Naval Historical Center in the Washington Navy Yard contains the invaluable Cincpac Greybook (War Plans, Cincpac Files, Captain Steele’s “Running Estimate and Summary”), interviews, tactical publications, biographical files, selected Japanese documents, and also important personal papers cited below. Operational dispatches, perhaps the most important of the new sources examined for this study, unfortunately cannot be found in one location. RG-38 at Archives II has on microfilm the voluminous the Cincpac Secret and Confidential Message Files from 1940 to 1942. However, certain high level (so-called Aidac or Sealed Secret) dispatches must be sought in such places as in RG-38 Commander in Chief U.S. Fleet (Cominch) 00 File, the Cincpac Greybook, and in Commander, South Pacific Area’s administrative correspondence in the Flag Files (RG-313) in Archives II.
