INCIDENT REPORT

DATE: August 21, 2016

RESPONDING DEPUTY: Ian Pike

SITUATION: At approx. 0245 I responded to a call placed from the Fuel Mart on Route 8 between Greenhollow and Marysville regarding a female in distress. Call was placed by Jack WILCOX, owner of Fuel Mart. He described the female as acting strange and incoherent.

When I arrived, I found the female in question slumped on the ground outside the gas station bathroom. She appeared to be under the influence of something. She was able to identify herself as Rosalie DECATUR. She gave her age as 19. She did not have any identification on her person. She claimed to have been abducted after leaving The Silver Dollar in Greenhollow. She described being held captive in a building that may have been a barn. She could not say where the barn was located or who had abducted her. Given the state the female was in, I did not find her story credible. Asked her if she had been partying on Saturday night, to which she replied in the affirmative. Asked her if she was aware that consuming alcohol under the age of 21 was illegal, to which she also replied in the affirmative.

ACTIONS TAKEN: Performed a field sobriety test which was failed. Drove DECATUR to the station and allowed her to sober up. Contacted Detective LAURENCE

INVESTIGATIVE REPORT

INVESTIGATING OFFICER: Detective Rod Laurence

COMPLAINANT: Rosalie Decatur

INTRODUCTION: Ms. Decatur came to the station early Sunday morning after being found at the Fuel Mart on Route 8. Ms. Decatur was visibly intoxicated, failed the field sobriety test, and I suspected was also under the influence of drugs. Ms. Decatur made claims to Deputy Pike about being abducted and assaulted. He reported that he did not find her claims credible. After letting her sober up for a period of time, I performed a thorough interview.

SUMMARY OF FINDINGS: Ms. Decatur reported being abducted but was unable to identify any characteristics of her abductor. She claimed to be taken to a barn or possibly warehouse and held for a period of multiple days, but was unclear on any specific details. Ms. Decatur was also unable to provide any details on how she had escaped this abduction.

Ms. Decatur revealed that she had been drinking at The Silver Dollar in Greenhollow, despite being underage. She continually expressed concern that her father would be angry with her.

A thorough interview was unable to reveal any substantive information about the ‘abduction.’
