First Deputy Director, Kanatzhan Alibekov – now Ken Alibek – was the first Biopreparat defector to successfully reach the West. He did so in 1992. Since then, he has testified numerous times before Congress and given comprehensive accounts of the former Soviet Union’s biological weapons program, including the Sverdlovsk anthrax leak.
