After months of investigation that started in Double Eagle's West Virginia mine, the IRS finally had the evidence to charge the company with circumventing import laws by changing the cargo manifest and bringing the Swiss-made drilling machine into the United States. Of course it would be difficult to prove whether this was a clerical error or a conscious act to avoid the scrutiny of the customs agents who monitor goods coming into the United States.

Unfortunately, the judge reviewed the DHS probable cause petition yet again and determined that there was insufficient linkage between the violation and the proposed search of the company's Washington Headquarters.

The ruling disappointed Dan, but he was working on multiple fronts and one of those fronts was bound to yield something in time. What he didn't know was how much time he actually had to prevent the next act of terror. He had great respect for the law and would forge ahead in compliance until he thought it necessary to make some excursions on his own.
