German investigators were aware of the intense focus on Double Eagle in the United States. They followed an internal lead for months involving a German Air Force procurement of secure communications equipment. Though a routine process, it spawned a sting operation that uncovered bribery of an acquisition official by an employee of Double Eagle Industries. The procurement official did not follow protocol and directed the contract award go to a small German company with a poor track record of delivery and previous quality issues.

Their participation in the tender required a waiver that the official personally signed over the objections of his staff. Granting a waiver proved to be a critical misstep. Reported anonymously, the procurement Director asked for the matter to be investigated and the evidence fell into place. The bribery had been going on for a long period of time, and the two men became lax. A cash transaction being made right in the government office was captured on videotape. While bribery charges were brought against the Double Eagle employee, they were not sufficient to extend to the company that protested they had no knowledge of the employee's actions and their ethics policy prohibited such payments. He would be terminated immediately.
