POVRay (http://povray.org) is a popular open source 3D raytracer, not a vector application. However, Inkscape can export the paths and shapes in its drawing as a 3D scene which POVRay will then render; you can manually edit the text-based .pov file to adjust angles, cameras, lighting, etc.
