Melt the butter in a medium saucepan over medium-high heat. Add the couscous and cook, stirring frequently, until the grains are just beginning to brown, about 5 minutes. Add the water, broth, and salt and stir briefly to combine. Cover and remove the pan from the heat. Let stand until the grains are tender, about 7 minutes. Uncover and fluff the grains with a fork. Season with pepper to taste and serve.
