* President Zachary Taylor had been Scott’s subordinate for many years, including, technically, during the relatively recent Mexican War. As political rivals in the 1848 election, they had experienced a falling-out. Since the headquarters of the army had no need to be in Washington, Scott had obtained Taylor’s permission, readily granted, for him to keep his headquarters in New York. Scott had not attended Taylor’s inauguration as president.
