Lieut.-Gen. Grant:
Not expecting to see you before the Spring campaign opens, I wish to express in this war, my entire satisfaction with what you have done up to this time, so far as I understand it. The particulars of your plans I neither know, nor seek to know. You are vigilant and self-reliant; and pleased with this, I wish not to obtrude any restraints or constraints upon you. While I am very anxious that any great disaster, or capture of our men in great numbers, shall be avoided, I know that these points are less likely to escape your attention than they would be mine. If there be anything wanting which is within my power to give, do not fail to let me know it.
And now, with a brave army and a just cause, may God sustain you.

HEADQUARTERS ARMIES OF THE UNITED STATES, CULPEPPER COURT-HOUSE, May 1, 1864.
THE PRESIDENT: Your very kind letter of yesterday is just received. The confidence you express for the future and satisfaction for the past in my military administration, is acknowledged with pride. It shall be my earnest endeavor that you and the country shall not be disappointed. From my first entrance into the volunteer service of the country to the present day, I have never had cause of complaint, have never expressed or implied a complaint against the Administration or the Secretary of War, for throwing any embarrassment in the way of my vigorously prosecuting what appeared to be my duty.
Indeed, since the promotion which placed me in command of all the armies, and in view of the great responsibility and importance of success, I have been astonished at the readiness which everything asked for has been yielded, without even an explanation being asked. Should my success be less than I desire and expect, the least I can say is, the fault is not with you.

LINCOLN'S SECOND INAUGURAL ADDRESS

[Fellow Countrymen:] At this second appearing to take the oath of the presidential office, there is less occasion for an extended address than there was at the first. Then a statement, somewhat in detail, of a course to be pursued, seemed fitting and proper. Now, at the expiration of four years, during which public declarations have been constantly called forth on every point and phase of the great contest which still absorbs the attention, and engrosses the enerergies [sic] of the nation, little that is new could be presented. The progress of our arms, upon which all else chiefly depends, is as well known to the public as to myself; and it is, I trust, reasonably satisfactory and encouraging to all. With high hope for the future, no prediction in regard to it is ventured.
On the occasion corresponding to this four years ago, all thoughts were anxiously directed to an impending civil-war. All dreaded it—all sought to avert it. While the inaugural address was being delivered from this place, devoted altogether to saving the Union without war, insurgent agents were in the city seeking to destroy it without war—seeking to dissol[v]e the Union, and divide effects, by negotiation. Both parties deprecated war; but one of them would make war rather than let the nation survive; and the other would accept war rather than let it perish. And the war came.
One eighth of the whole population were colored slaves, not distributed generally over the Union, but localized in the Southern part of it. These slaves constituted a peculiar and powerful interest. All knew that this interest was, somehow, the cause of the war. To strengthen, perpetuate, and extend this interest was the object for which the insurgents would rend the Union, even by war; while the government claimed no right to do more than to restrict the territorial enlargement of it.
Neither party expected for the war, the magnitude, or the duration, which it has already attained. Neither anticipated that the cause of the conflict might cease with, or even before, the conflict itself should cease. Each looked for an easier triumph, and a result less fundamental and astounding.
Both read the same Bible, and pray to the same God; and each invokes His aid against the other. It may seem strange that any men should dare to ask a just God's assistance in wringing their bread from the sweat of other men's faces; but let us judge not that we be not judged. The prayers of both could not be answered; that of neither has been answered fully. The Almighty has His own purposes. “Woe unto the world because of offences! for it must needs be that offences come; but woe to that man by whom the offence cometh!” If we shall suppose that American Slavery is one of those offences which, in the providence of God, must needs come, but which, having continued through His appointed time, He now wills to remove, and that He gives to both North and South, this terrible war, as the woe due to those by whom the offence came, shall we discern therein any departure from those divine attributes which the believers in a Living God always ascribe to Him? Fondly do we hope—fervently do we pray—that this mighty scourge of war may speedily pass away. Yet, if God wills that it continue, until all the wealth piled by the bond-man's two hundred and fifty years of unrequited toil shall be sunk, and until every drop of blood drawn with the lash, shall be paid by another drawn with the sword, as was said three thousand years ago, so still it must be said “the judgments of the Lord, are true and righteous altogether.”
With malice toward none; with charity for all; with firmness in the right, as God gives us to see the right, let us strive on to finish the work we are in; to bind up the nation's wounds; to care for him who shall have borne the battle, and for his widow, and his orphan—to do all which may achieve and cherish a just, and a lasting peace, among ourselves, and with all nations.
LINCOLN'S CONDITIONS FOR PEACE
[see April 5, 1865, note 3]
1. The restoration of the national authority throughout all the States.
2. No receding by the Executive of the United States on the slavery question, from the position assumed thereon, in the late Annual Message to Congress, and in preceding documents.
3. No cessation of hostilities short of an end of the war, and the disbanding of all force hostile to the government.
That all propositions coming from those now in hostility to the government; and not inconsistent with the foregoing, will be respectfully considered, and passed upon in a spirit of sincere liberality.
I now add that it seems useless for me to be more specific with those who will not say they are ready for the indispensable terms, even on conditions to be named by themselves. If there be any who are ready for those indispensable terms, on any conditions whatever, let them say so, and state their conditions, so that such conditions can be distinctly known, and considered.
It is further added that, the remission of confiscations being within the executive power, if the war be now further persisted in, by those opposing the government, the making of confiscated property at the least to bear the additional cost, will be insisted on; but that confiscations (except in cases of third party intervening interests) will be remitted to the people of any State which shall now promptly, and in good faith, withdraw its troops and other support, from further resistance to the government.
What is now said as to remission of confiscations has no reference to supposed property in slaves.
JEFFERSON DAVIS'S PROCLAMATION TO RALLY THE SOUTH TO KEEP FIGHTING
[see April 5, 1865, note 22]
The General-in-Chief found it necessary to make such movements of his troops as to uncover the capital. It would be unwise to conceal the moral and material injury to our cause resulting from its occupation by the enemy. It is equally unwise and unworthy of us to allow our energies to falter and our efforts to become relaxed under reverses, however calamitous they may be. For many months the largest and finest army of the Confederacy, under a leader whose presence inspires equal confidence in the troops and the people, has been greatly trammeled by the necessity of keeping constant watch over the approaches to the capital, and has thus been forced to forego more than one opportunity for promising enterprise. It is for us, my countrymen, to show by our bearing under reverses, how wretched has been the self-deception of those who have believed us less able to endure misfortune with fortitude than to encounter danger with courage.
We have now entered upon a new phase of the struggle. Relieved from the necessity of guarding particular points, our army will be free to move from point to point, to strike the enemy in detail far from his base. Let us but will it, and we are free.
Animated by that confidence in your spirit and fortitude which never yet failed me, I announce to you, fellow-countrymen, that it is my purpose to maintain your cause with my whole heart and soul; that I will never consent to abandon to the enemy one foot of the soil of any of the States of the Confederacy; that Virginia—noble State, whose ancient renown has been eclipsed by her still more glorious recent history; whose bosom has been bared to receive the main shock of this war; whose sons and daughters have exhibited heroism so sublime as to render her illustrious in all time to come—that Virginia, with the help of the people and by the blessing of Providence, shall be held and defended, and no peace ever be made with the infamous invaders of her territory.
If, by the stress of numbers, we should be compelled to a temporary withdrawal from her limits or those of any other border State, we will return until the baffled and exhausted enemy shall abandon in despair his endless and impossible task of making slaves of a people resolved to be free.
Let us, then, not despond, my countrymen, but, relying on God, meet the foe with fresh defiance and with unconquered and unconquerable hearts.

LINCOLN'S REMARKS AFTER APPOMATTOX, PART 1

FELLOW CITIZENS: I am very greatly rejoiced to find that an occasion has occurred so pleasurable that the people cannot restrain themselves. I suppose that arrangements are being made for some sort of a formal demonstration, this, or perhaps, to-morrow night. If there should be such a demonstration, I, of course, will be called upon to respond, and I shall have nothing to say if you dribble it all out of me before. I see you have a band of music with you. I propose closing up this interview by the band performing a particular tune which I will name. Before this is done, however, I wish to mention one or two little circumstances connected with it. I have always thought “Dixie” one of the best tunes I have ever heard. Our adversaries over the way attempted to appropriate it, but I insisted yesterday that we fairly captured it. I presented the question to the Attorney General, and he gave it as his legal opinion that it is our lawful prize. I now request the band to favor me with its performance.

MY FRIENDS: I am informed that you have assembled here this afternoon under the impression that I had made an appointment to speak at this time. This is a mistake. I have made no such appointment. More or less persons have been gathering here at different times during the day, and in the exuberance of their feeling, and for all of which they are greatly justified, calling upon me to say something; and I have, from time to time, been sending out what I supposed was proper to disperse them for the present.
I said to a larger audience this morning what I desire now to repeat. It is this: That I supposed in consequence of the glorious news we have been receiving lately, there is to be some general demonstration, either on this or to-morrow evening, when I will be expected, I presume, to say something. Just here I will remark that I would much prefer having this demonstration take place to-morrow evening, as I would then be much better prepared to say what I have to say than I am now or can be this evening.
I therefore say to you that I shall be quite willing, and I hope ready, to say something then; whereas just now I am not ready to say anything that one in my position ought to say. Everything I say, you know, goes into print. If I make a mistake it doesn't merely affect me nor you but the country. I, therefore, ought at least try not to make mistakes.
If, then, a general demonstration be made to-morrow evening, and it is agreeable, I will endeavor to say something, and not make a mistake, without at least trying carefully to avoid it. Thanking you for the compliment of this call, I bid you good evening.
LINCOLN'S OFFICIAL ADDRESS AFTER APPOMATTOX

We meet this evening, not in sorrow, but in gladness of heart. The evacuation of Petersburg and Richmond, and the surrender of the principal insurgent army, give hope of a righteous and speedy peace whose joyous expression can not be restrained. In the midst of this, however, He from whom all blessings flow, must not be forgotten. A call for a national thanksgiving is being prepared, and will be duly promulgated. Nor must those whose harder part gives us the cause of rejoicing, be overlooked. Their honors must not be parcelled out with others. I myself was near the front, and had the high pleasure of transmitting much of the good news to you; but no part of the honor, for plan or execution, is mine. To Gen. Grant, his skilful officers, and brave men, all belongs. The gallant Navy stood ready, but was not in reach to take active part.
By these recent successes the re-inauguration of the national authority—reconstruction—which has had a large share of thought from the first, is pressed much more closely upon our attention. It is fraught with great difficulty. Unlike a case of a war between independent nations, there is no authorized organ for us to treat with. No one man has authority to give up the rebellion for any other man. We simply must begin with, and mould from, disorganized and discordant elements. Nor is it a small additional embarrassment that we, the loyal people, differ among ourselves as to the mode, manner, and means of reconstruction.
As a general rule, I abstain from reading the reports of attacks upon myself, wishing not to be provoked by that to which I can not properly offer an answer. In spite of this precaution, however, it comes to my knowledge that I am much censured for some supposed agency in setting up, and seeking to sustain, the new State government of Louisiana. In this I have done just so much as, and no more than, the public knows. In the Annual Message of Dec. 1863 and accompanying Proclamation, I presented a plan of re-construction (as the phrase goes) which, I promised, if adopted by any State, should be acceptable to, and sustained by, the Executive government of the nation. I distinctly stated that this was not the only plan which might possibly be acceptable; and I also distinctly protested that the Executive claimed no right to say when, or whether members should be admitted to seats in Congress from such States. This plan was, in advance, submitted to the then Cabinet, and distinctly approved by every member of it. One of them suggested that I should then, and in that connection, apply the Emancipation Proclamation to the theretofore excepted parts of Virginia and Louisiana; that I should drop the suggestion about apprenticeship for freed-people, and that I should omit the protest against my own power, in regard to the admission of members to Congress; but even he approved every part and parcel of the plan which has since been employed or touched by the action of Louisiana. The new constitution of Louisiana, declaring emancipation for the whole State, practically applies the Proclamation to the part previously excepted. It does not adopt apprenticeship for freed-people; and it is silent, as it could not well be otherwise, about the admission of members to Congress. So that, as it applies to Louisiana, every member of the Cabinet fully approved the plan. The message went to Congress, and I received many commendations of the plan, written and verbal; and not a single objection to it, from any professed emancipationist, came to my knowledge, until after the news reached Washington that the people of Louisiana had begun to move in accordance with it. From about July 1862, I had corresponded with different persons, supposed to be interested, seeking a reconstruction of a State government for Louisiana. When the message of 1863, with the plan before mentioned, reached New-Orleans, Gen. Banks wrote me that he was confident the people, with his military co-operation, would reconstruct, substantially on that plan. I wrote him, and some of them to try it; they tried it, and the result is known. Such only has been my agency in getting up the Louisiana government. As to sustaining it, my promise is out, as before stated. But, as bad promises are better broken than kept, I shall treat this as a bad promise, and break it, whenever I shall be convinced that keeping it is adverse to the public interest. But I have not yet been so convinced.
I have been shown a letter on this subject, supposed to be an able one, in which the writer expresses regret that my mind has not seemed to be definitely fixed on the question whether the seceding States, so called, are in the Union or out of it. It would perhaps, add astonishment to his regret, were he to learn that since I have found professed Union men endeavoring to make that question, I have purposely forborne any public expression upon it. As appears to me that question has not been, nor yet is, a practically material one, and that any discussion of it, while it thus remains practically immaterial, could have no effect other than the mischievous one of dividing our friends. As yet, whatever it may hereafter become, that question is bad, as the basis of a controversy, and good for nothing at all—a merely pernicious abstraction.
We all agree that the seceded States, so called, are out of their proper relation with the Union; and that the sole object of the government, civil and military, in regard to those States is to again get them into that proper practical relation. I believe it is not only possible, but in fact, easier to do this, without deciding, or even considering, whether these States have ever been out of the Union, than with it. Finding themselves safely at home, it would be utterly immaterial whether they had ever been abroad. Let us all join in doing the acts necessary to restoring the proper practical relations between these States and the Union; and each forever after, innocently indulge his own opinion whether, in doing the acts, he brought the States from without, into the Union, or only gave them proper assistance, they never having been out of it.
The amount of constituency, so to speak, on which the new Louisiana government rests, would be more satisfactory to all, if it contained fifty, thirty, or even twenty thousand, instead of only about twelve thousand, as it does. It is also unsatisfactory to some that the elective franchise is not given to the colored man. I would myself prefer that it were now conferred on the very intelligent, and on those who serve our cause as soldiers. Still the question is not whether the Louisiana government, as it stands, is quite all that is desirable. The question is, “Will it be wiser to take it as it is, and help to improve it; or to reject, and disperse it?” “Can Louisiana be brought into proper practical relation with the Union sooner by sustaining, or by discarding her new State government?”
Some twelve thousand voters in the heretofore slave-state of Louisiana have sworn allegiance to the Union, assumed to be the rightful political power of the State, held elections, organized a State government, adopted a free-state constitution, giving the benefit of public schools equally to black and white, and empowering the Legislature to confer the elective franchise upon the colored man. Their Legislature has already voted to ratify the constitutional amendment recently passed by Congress, abolishing slavery throughout the nation. These twelve thousand persons are thus fully committed to the Union, and to perpetual freedom in the state—committed to the very things, and nearly all the things the nation wants—and they ask the nations recognition and it's assistance to make good their committal. Now, if we reject, and spurn them, we do our utmost to disorganize and disperse them. We in effect say to the white men “You are worthless, or worse—we will neither help you, nor be helped by you.” To the blacks we say “This cup of liberty which these, your old masters, hold to your lips, we will dash from you, and leave you to the chances of gathering the spilled and scattered contents in some vague and undefined when, where, and how.” If this course, discouraging and paralyzing both white and black, has any tendency to bring Louisiana into proper practical relations with the Union, I have, so far, been unable to perceive it. If, on the contrary, we recognize, and sustain the new government of Louisiana the converse of all this is made true. We encourage the hearts, and nerve the arms of the twelve thousand to adhere to their work, and argue for it, and proselyte for it, and fight for it, and feed it, and grow it, and ripen it to a complete success. The colored man too, in seeing all united for him, is inspired with vigilance, and energy, and daring, to the same end. Grant that he desires the elective franchise, will he not attain it sooner by saving the already advanced steps toward it, than by running backward over them? Concede that the new government of Louisiana is only to what it should be as the egg is to the fowl, we shall sooner have the fowl by hatching the egg than by smashing it? Again, if we reject Louisiana, we also reject one vote in favor of the proposed amendment to the national Constitution. To meet this proposition, it has been argued that no more than three fourths of those States which have not attempted secession are necessary to validly ratify the amendment. I do not commit myself against this, further than to say that such a ratification would be questionable, and sure to be persistently questioned; while a ratification by three-fourths of all the States would be unquestioned and unquestionable.
I repeat the question, “Can Louisiana be brought into proper practical relation with the Union sooner by sustaining or by discarding her new State Government?”
What has been said of Louisiana will apply generally to other States. And yet so great peculiarities pertain to each state, and such important and sudden changes occur in the same state; and withal, so new and unprecedented is the whole case, that no exclusive, and inflexible plan can be safely prescribed as to details and colatterals [sic]. Such exclusive, and inflexible plan, would surely become a new entanglement. Important principles may, and must, be inflexible.
In the present “situation” as the phrase goes, it may be my duty to make some new announcement to the people of the South. I am considering, and shall not fail to act, when satisfied that action will be proper.
ANDREW JOHNSON'S INAUGURAL SPEECH

Gentlemen, I must be permitted, to say that I have been almost overwhelmed by the announcement of the sad event which has so recently occurred. I feel incompetent to perform duties so important and responsible as those which have been so unexpectedly thrown upon me. As to an indication of any policy which may be presented by me in the administration of the government. I have to say that that must be left for development as the Administration progresses. The message or declaration must be made by the acts as they transpire. The only assurance that I can now give of the future is by reference to the past. The course which I have taken in the past in connection with this rebellion, must be regarded as a guarantee of the future. My past public life, which has been long and laborious, has been founded as I, in good conscience believe, upon a great principle of right, which lies at the basis of all things. The best energies of my life have been spent in endeavoring to establish and perpetuate the principles of free government, and I believe that the government, in passing through its present trials, will settle down upon principles consonant with popular rights, more permanent and enduring than heretofore. I must be permitted to say, if I understand the feelings of my own heart, I have long labored to ameliorate and alleviate the condition of the great mass of the American people. Toil and an honest advocacy of the great principles of free government have been my lot. The duties have been mine—the consequences are God's. This has been the foundation of my political creed. I feel that in the end the government will triumph, and that these great principles will be permanently established. In conclusion, gentlemen, let me say that I want your encouragement and countenance. I shall ask and rely upon you and others in carrying the government through its present perils. I feel in making this request that it will be heartily responded to by you and all other patriots and lovers of the rights and interests of a free people.
ANDREW JOHNSON'S AMNESTY PROCLAMATION
[see Epilogue, note 8]
Whereas, The President of the United States, on the 8th day of December, A.D. eighteen hundred and sixty-three, and on the 26th day of March, A.D. eighteen hundred and sixty-four, did, with the object to suppress the existing rebellion, to induce all persons to return to their loyalty, and to restore the authority of the United States, issue proclamations offering amnesty and pardon to certain persons, who had directly or by implication participated in the said rebellion; and
Whereas, Many persons, who had so engaged in said rebellion, have, since the issuance of said proclamations, failed or neglected to take the benefits offered thereby; and
Whereas, Many persons, who have been justly deprived of all claim to amnesty or pardon thereunder, by reason of their participation, directly or by implication, in said rebellion, and continued hostility to the Government of the United States since the date of said proclamations, now desire to apply for and obtain amnesty and pardon;
To the end, therefore, that the authority of the Government of the United States may be restored, and that peace, order and freedom may be established, I, ANDREW JOHNSON, President of the United States, do proclaim and declare that I hereby grant to all persons who have directly or indirectly participated in the existing rebellion, except as hereinafter excepted, amnesty and pardon, with restoration of all rights of property, except as to slaves, and except in cases where legal proceedings under the laws of the United States providing for the confiscation of property of persons engaged in rebellion have been instituted; but on the condition, nevertheless, that every such person shall take and subscribe the following oath or affirmation, and thenceforward keep and maintain said oath inviolate, and which oath shall be registered for permanent preservation, and shall be of the tenor and effect following, to wit:
“I, _____, do solemnly swear or affirm, in presence of Almighty God, that I will henceforth faithfully support and defend the Constitution of the United States and the Union of the States thereunder. And that I will, in like manner, abide by and faithfully support all laws and proclamations which have been made during the existing rebellion with reference to the emancipation of slaves, so help me God.”
The following classes of persons are excepted from the benefits of this proclamation:
First—All who are or shall have been pretended civil or diplomatic officers, or otherwise domestic or foreign agents of the pretended Confederate Government.
Second—All who left judicial stations under the United States to aid the rebellion.
Third—All who shall have been military or naval officers of said pretended Confederate Government above the rank of Colonel in the army or Lieutenant in the navy.
Fourth—All who left seats in the Congress of the United States to aid the rebellion.
Fifth—All who resigned or tendered resignations of their commissions in the army or navy of the United States, to evade duty in resisting the rebellion.
Sixth—All who have engaged in any way in treating otherwise than lawfully as prisoners of war persons found in the United States service, as officers, soldiers, seamen, or in other capacities.
Seventh—All persons who have been or are absentees from the United States for the purpose of aiding the rebellion.
Eighth—All military and naval officers in the rebel service who were educated by the government in the Military Academy at West Point, or the United States Naval Academy.
Ninth—All persons who held the pretended offices of Governors of States in insurrection against the United States.
Tenth—All persons who left their homes within the jurisdiction and protection of the United States and passed beyond the Federal military lines into the so-called Confederate States, for the purpose of aiding the rebellion.
Eleventh—All parties who have been engaged in the destruction of the commerce of the United States upon the high seas, and all persons who have made raids into the United States from Canada, or been engaged in destroying the commerce of the United States upon the lakes and rivers that separate the British Provinces from the United States.
Twelfth—All persons who at the time when they seek to obtain the benefits hereof by taking the oath herein prescribed, are in military naval, or civil confinement, or custody, or under bonds of the civil, military or naval authorities or agents of the United States, as prisoners of war, or persons detained for offences of any kind either before or after conviction.
Thirteenth—All persons who have voluntarily participated in said rebellion, and the estimated value of whoso taxable property is over twenty thousand dollars.
Fourteenth—All persons who have taken the oath of amnesty as prescribed in the President's Proclamation of December 8, A.D., 1863, or an oath of allegiance to the Government of the United States since the dates of said proclamation, and who have not thenceforward kept and maintained the same inviolate—provided that special application may be made to the President for pardon by any person belonging to the excepted classes, and such clemency will be liberally extended as may be consistent with the facts of the case and the peace and dignity of the United States.
The Secretary of State will establish rules and regulations for administering and recording the said amnesty oath so as to insure its benefit to the people and guard the government against fraud.
In testimony whereof I have hereunto set my hand and caused the seal of the United States to be affixed. Done at the City of Washington the Twenty-ninth day of May, in the year of Our Lord, one thousand eight hundred and sixty-five, and of the Independence of the United States the eighty-ninth.
