A seismically qualified emergency power system was supposed to be installed for two of the reactor’s coolant pumps, in conformance with its license by the Canadian Nuclear Safety Commission. The worldwide shortage of radioisotopes for medical treatments was sudden and acute, and the Canadian House of Commons was pressed to pass emergency legislation authorizing a premature restart of the reactor, with only one coolant pump retrofitted. The world had gradually become highly dependent on that one reactor for specialized medical supplies, essential for a wide list of life-giving procedures.
