Structures are built from the bottom up, but designed from the top down.
The lower structural elements of a building support elements above them. Before a given structural element can be designed, the elements above it must be designed. But structural design cannot be performed in one top-to-bottom pass. Make numerous passes of increasing rigor and precision, from schematic through final design, before deciding how to best transfer loads downward to the earth.
