Concrete and cement are different things.

Cement is a binding and hardening ingredient, and is primarily derived from limestone. It is mixed with sand, aggregate (rocks or pebbles), air, and water to make concrete. Chemicals may also be introduced into a concrete mixture to speed or slow the hardening of the concrete, make it heavier or lighter, or enhance resistance to environmental factors.
