1. In a large bowl, mix the veal, scallions, cilantro, salsa, chili powder, salt, and pepper. Gently shape the mixture into 4 patties.
2. Heat the oil in a large nonstick skillet over medium heat until very hot. Cook the patties 4–5 minutes on each side, until cooked through. Serve with extra green salsa.
