THIRD AMENDMENT TO THE IMPERIAL CHARTER OF ROMA SARGASSA

Should a plebeian citizen violate the law of the land in such a manner as to take the life of another citizen, his or her life shall be forfeit. Should a plebeian citizen violate the law of the land in a non-lethal manner, his or her citizenship (as well as those of dependent legal minors) shall be forfeit, and they shall be contracted for the remainder of their natural life as serva non habet personam to whatever governmental institute, place of business, or private citizen may purchase a contract of their services.

SEVENTH AMENDMENT TO THE IMPERIAL CHARTER OF ROMA SARGASSA

Individuals born to any one servile parent (those verna non habet personam) may earn, but are not entitled to, a trade apprenticeship under the supervision of a qualified citizen. If their supervisor deems their work satisfactory after Imperial review, said verna shall be at age eighteen granted the conditional citizenship of a client plebeian. A client plebeian shall work under their former supervisor and remain a member of the familia to which they were born, owing rent and a yearly tax, as determined by their paterfamilias. Descendants of client plebeians shall enjoy the benefits of full plebeian citizenship.
