Conclusion
IN HIS 1909 report, Liberalism and the Social Problem, Winston Churchill outlined the mammoth task which the Liberal government faced and warned that failure to bring about social reform would end in class war:
We are at a crossways. If we stand in the happy-go-lucky way, the richer classes ever growing in wealth and in number, and ever declining in responsibility, the very poor remain plunged or plunging even deeper into hopeless helpless misery, then I think there is nothing before us but savage strife between class and class.
