1. Select SAUTÉ/NORMAL on the Instant Pot. When the pot is hot, add the oil. Once the oil is hot, stir in the cumin seeds and turmeric; allow them to sizzle for 10 seconds. Select CANCEL.
2. Add the peas and carrots, couscous, yellow onion, salt, garam masala, and water. Stir to combine.
3. Secure the lid on the pot. Close the pressure-release valve. Select MANUAL and set the pot at HIGH pressure for 3 minutes. At the end of the cooking time, allow the pot to sit undisturbed for 5 minutes, then quick-release any remaining pressure.
4. Stir in the red onion and feta cheese, sprinkle with pepper, and serve.
