Enforced quotas are constraints or limits put on an end user in regard to system usage. In general, various pay-as-you-go services use enforced quotas; for example, a free trial, where you can upload files only up to 25 MB. The data source for this type of monitoring is typically collected in terms of logs and tracking user behavior.
