In a bowl, mix the heavy cream with the chocolate and the rest of the ingredients except the water, whisk well and divide into ramekins. Put the water in your instant pot, add the steamer basket, add the ramekins inside, put the lid on and cook on High for 10 minutes. Release the pressure fast for 5 minutes, and serve the cream cold.
