This section includes the second of three practice examinations that you will be taking. The first was an original test; this one was an official one administered by the New York City Police Department. When you have finished taking all three examinations, you will see that you are prepared to take most major police officer examinations, including those for Transit and Housing Police Officer administered in many cities.

Be sure to take Practice Examination Two in one sitting. You will then become accustomed to concentrating for a period of 4½ hours, which is the length of time allowed for the examination. Be sure to review the test-taking strategy outlined in the Introduction before taking this practice examination.

BEFORE YOU TAKE THE EXAMINATION

When you begin this examination, look first at the material marked “Memory Booklet,” which follows the test instructions. After reading the material for the time specified, continue to the “Test Booklet” and do not look back at the material marked “Memory Booklet.” Then continue with the rest of the test.

Remember to read each question and related material carefully before choosing your answers. Select the choice you believe to be the most correct, and mark your answer on the Answer Sheet provided at the beginning of this chapter. The Answer Key, Diagnostic Procedure, and Answer Explanations appear at the end of this chapter. (Be sure to gauge your time, averaging 1½ to 2 minutes per question.)

Note that we have included a copy of the official Instruction Booklet on the following pages so that you can become familiar with normal test procedures. We have not attempted to include all accompanying forms, as test instructions do change occasionally.

TEST INSTRUCTIONS FOR CANDIDATES—READ NOW

GENERAL INFORMATION Read these TEST INSTRUCTIONS FOR CANDIDATES and fill out the information requested at the top of this booklet. Following are explanations of the information requested.

The Soc. Sec. No. is your Social Security Number as shown on your admission card which you brought with you today. If your Social Security Number is not correct on your admission card, you must draw a line through the incorrect number, and write your correct Social Security Number on the card. Use your correct Social Security Number on the fingerprint card and the Answer Sheet. Be sure to fill out the pink correction form (DP-148) if your Social Security Number is incorrect, so that the correction can be taken care of after the test.

Your Seat No. is the number shown on the sheet of scrap paper on your desk.

Your Room No. and School are written on the blackboard.

THE FORMS: YOU MUST NOW FILL OUT YOUR FINGERPRINT CARD AND ANSWER SHEET AS EXPLAINED BELOW. Use pencil only.

Fingerprint Card: Print in pencil all information requested including your Social Security Number. Your fingerprints will be taken approximately 15 minutes after the seventh signal.

Answer Sheet: Print in pencil all the information requested on the Answer Sheet including your Social Security No., and the Exam. No. 4061 in the boxes at the top of the columns, ONE NUMBER IN A BOX. In each column, blacken (with pencil) the oval containing the number in the box at the top of the column; only ONE OVAL in a COLUMN should be blackened. Then, using your pencil, print the Exam. Title, School or Building, Room No., Seat No., and Today’s Date in the appropriate spaces.

After filling in this information at the top of the Answer Sheet, please read the Confidential Questionnaire at the bottom of the Answer Sheet, and answer the questions accurately.

After answering the Confidential Questionnaire, please complete the following survey questions.

WARNING:You are not allowed to copy answers from anyone, or to use books or notes. It is against the law to take the test for somebody else or to let somebody else take the test for you. There is to be NO SMOKING anywhere in the building.
LEAVING:After the test starts, candidates may not leave the building until after they are fingerprinted. No one may come in after 11:30 A.M. During the test, you may not leave the room unless accompanied by a monitor. If you want to drop out of the test and not have your answers marked, write “I withdraw” on your Answer Sheet and sign your name.

MEDICAL AND PHYSICAL STANDARDS: Eligibles must meet the medical and physical fitness standards to be established and posted on the Department of Personnel Bulletin Board at 49 Thomas Street, New York, N.Y., 10013. Candidates must pass a qualifying physical fitness test and a qualifying medical test. Eligibles will be rejected for any medical, psychiatric, or physical impairment which impairs their ability to perform the duties of Police Officer. Periodic reexaminations of employees in these titles will be required in accordance with Executive Order No. 31, dated October 10, 1966.

There are no height requirements.

Medical evidence to allow participation in the physical fitness test may be required, and the Department of Personnel reserves the right to exclude from the physical fitness test any eligibles who, upon examination of such evidence, are apparently medically unfit. Eligibles will take the physical fitness test at their own risk of injury, although every effort will be made to safeguard them.

CHARACTER: Proof of good character will be an absolute prerequisite to appointment.

The following are among the factors which would ordinarily be cause for disqualification: (a) conviction for an offense, the nature of which indicates lack of good moral character or disposition toward violence or disorder; (b) repeated convictions for offenses, where such convictions indicate a disrespect for the law; (c) repeated discharges from employment, where such discharges indicate poor performance or inability to adjust to discipline. In accordance with provisions of the law, persons convicted of a felony or receiving a dishonorable discharge from the Armed Forces are not eligible for appointment to this position. Persons convicted of petit larceny may be declared ineligible for appointment.

INVESTIGATION: At the time of appointment and at the time of investigation, candidates must present all the official documents and proof required to qualify. At the time of investigation, candidates will be required to present proof of date of birth by transcript of record from the Bureau of Vital Statistics or other satisfactory evidence. Proof of military service and similar documents may be required. Failure to present required documents, including proof of educational or license requirements, will result in disqualification for appointment or a direction to terminate services.

Any willful misstatement will be cause for disqualification.

As he was about to question her, he heard a scream coming from the direction of a women’s boutique on the opposite side of the street. A young black male was running up 44th Street towards Broadway, followed by a woman yelling “Stop that man!” Police Officer Benson ran after the woman but by the time he caught up with her, she had fallen after tripping on the badly cracked sidewalk. The woman was visibly shaken, and appeared to have broken her arm. Police Officer Benson decided that because the young black male had disappeared from sight, he should stay with the injured woman and call for an ambulance. While awaiting the arrival of the ambulance, the injured woman, Ms. Peever, told Police Officer Benson that she was the owner of the boutique and that the young black male had taken approximately $475 from the cash register while she went to check the price of an item. She also mentioned that the boutique was presently unattended because her two sales people had not come to work that morning.

Police Officer Benson called for back-up assistance at 12:35 P.M. and asked the dispatcher to send a Police Officer directly to the boutique located at 338 West 44th Street. Police Officers Maloney and Hernandez arrived at the boutique at 1:05 P.M. and saw that the store had been ransacked. Racks of clothing had been thrown down and the floor was littered with garments. The two Police Officers then conducted a search of the premises. When Police Officer Benson arrived at the premises at 1:20 P.M., the Police Officers told him that it would be impossible to determine what items had been taken since they had no listing of the store’s merchandise.

A young woman then entered the store and identified herself as Ms. Peake, the part-time assistant whose shift started at 1:30 P.M. On seeing the condition of the store, she asked the Police Officers what had happened. They asked her where the merchandise list for the store was kept and she informed them that the stock clerks, Ms. Feldman and Mr. Austin, kept that information. Ms. Peake said that she would call Ms. Feldman in order to get a current listing of the store’s merchandise.

Ms. Peake advised the Police Officers that several items were missing from the display case, including three fur jackets, seven leather handbags, and four silk blouses, amounting to at least $985 in value.

As a Police Officer in New York City you may have an occasion to deal with diplomats from other nations. You should be aware of the following definitions and procedure.

Definitions

1.Diplomats: Members of foreign missions, delegations, embassies, and staff (I.D. cards are signed by United States Secretary of State and Chief of Protocol.)

2.Diplomatic immunity: Diplomats shall not be arrested or personally served with a summons. Uniformed members of the service will extend every courtesy and consideration to them. All reasonable assistance will be given to them.

Procedure

1.Take necessary action to protect life and property.

2.Obtain the name and the title of the diplomat and the name of the government he represents.

3.Notify the Operations Unit immediately by telephone that an incident involving a diplomat has occurred.

22.Police Officers Rowan and Nieves are on patrol in the 44th Precinct when they respond to 1278 Sedgwick Avenue for a call of shots fired. They arrive and observe a male with a gun in his hand standing over a body. They order the man to drop the gun. He complies and states he is a member of the Soviet Mission to the U.N. and therefore cannot be arrested. He hands the Police Officers a State Department I.D. The Police Officers, after verifying the information, allow the man to leave. The actions of the Police Officers were
