*Leonard Horner (1785–1864) has already appeared frequently in Capital Volume 1. As head of the Factory Inspectorate, he demonstrated a firm commitment to improving working-class conditions. See in particular Marx’s eulogy to him in Volume 1, p. 334, note 10.

Marx is alluding to the pamphlet Killing No Murder published in 1657 by the Leveller Sexby, calling with appropriate moral and religious justification for the assassination of Cromwell.
