A SUMMARY
Facilities will be created for the training of village officials “so as to improve the administration where it has closest contacts with people.”
Rural health and inoculation programs will be developed.
Primary schools will be created in every village.
Rural radio communications will be improved to enable the villagers both to listen to government broadcasts and to call for help when required.
New roads, particularly rural feeder roads, will be constructed.
The agricultural credit system will be extended.
A large-scale program on insect and cattle-disease eradication will be implemented.
A special effort will be made to have the mountaineer minorities share in “the progress of their (lowland) compatriots.”
Increased help will be given the flooded Mekong regions.
An important public-works program will be launched to reduce unemployment.
The industrial-development effort of the past two years will be pursued.
