Values of type ID must match the Name production. A name must not
appear more than once in an XML document as a value of this
type; i.e., ID values must uniquely identify the elements that
bear them.
Explanation
No two attribute values for attributes declared as type
ID can have the same value.
This constraint is not restricted by element type, but it is
global across the entire document.
