Serves as the DoD authoritative biometric repository enabling identity superiority.
Biometric Enabling Capability (BEC), using an Enterprise System-of-Systems service-oriented architecture, will serve as DoD’s authoritative biometric repository, enabling multimodal matching, storing, and sharing in support of identity superiority across the Department, Federal Agencies, and International Partners. DoD Automated Biometric Identification System (DoD ABIS), a quick reaction capability, will transition into BEC Increment 0 upon receiving a Full Deployment Decision (FDD).
This will be followed by BEC Increment 1, which will enter the Engineering and Manufacturing Development (EMD) Phase of acquisition with a Milestone B (MS-B).
