Billy Speer will never be the same again. His parents died from the same bolt of lightning that struck Billy, burning their house to the ground, and leaving his hair ghostly white. His hometown of Astoria, Oregon would not be his home for long. While recovering in the Hospital Billy learned of his parent's death and the unknown that awaited him. He soon discovered that the lightning had energized his body to the point where no one could touch him, nor could he go near anything electrical without destroying it. The Lightning also unlocked a power inside of Billy that he was unaware of. The Special FBI nurse Wendy Boling assigned to his case knew all well of his powers, as he was on her radar for years. Billy put his trust in her as she was in charge of teaching him how to harness his Telekinetic powers and that in time he would be working for the FBI on special projects. A young Nurse Jennifer Harrison overheard a phone call from Agent Boling, and training was not what was planned for Billy. He was to be shipped to a facility in Round Mountain, Nevada, and sold to become one of the new age weapons. The Nurses payoff was early retirement, Billy's payoff if he didn't survive their initial tests was death. Being seventeen, Billy was a ward of the state until he turned 18 in a few weeks, and was sent to a foster camp of sorts for older teenagers. There he met Gordon, another semi shy youth like himself. They formed a friendship when Billy accidently used his mind powers to keep Gordon from being beaten up again by a group thugs that lived with them at the camp. With the aid of Jennifer, Gordon, and the local Clatsop County Sheriff, they were able to fend off Agent Boling and her numerous associates for a while, but was lured into a trap enabling Agent Bolings boss to capture the Sheriff, Jennifer, Gordon and the sheriff's deputies and lock them in jail while awaiting the return of Gordon and Billy.
