Improving and widening access to education has been a major goal in most developing countries in the past three decades. Impressive progress has been achieved at all levels. Two issues are examined in this paper. First, how did women fare in the wake of this general expansion of tertiary enrollment? Second, what programs and policies contributed to enhancing women's enrollment in the context of World Bank project experience?
