In a post-pandemic North America, are the old-fashioned ways the best?

After a pandemic decimates North America, a group of refugees come to the abandoned Texas town of Dragos Falls. Harsh conditions bring about harsh means of keeping order, and Mike Howell is assigned to penalize female miscreants in the settlement by use of the paddle. But when one fetching young woman is found to have a habit of petty theft, his discipline takes on a new meaning.
