FBI Special Agent John Treehorn arrives in an isolated oil boomtown after a wolf uncovers a woman’s frozen hand grasping an FBI badge and a final request, “Call FBI Agent John Treehorn”. He doesn’t know the victim or why she summoned him, but he answers her call.

As Treehorn hunts for the Navajo engineer’s killer, his fellow agent Raven Shelly searches for a missing prostitute in the same crime-afflicted town. When a red dress worn by one woman is found to belong to the other, the two cases merge as one, thus confirming Treehorn’s suspicion that there’s a serial killer who walks among them and the agent intends to bury him.

As the investigation continues, the Missing and Murdered Indigenous Women’s movement seeks answers for the victims, a corrupt CEO uses his money to bend the will of the dependent community, and an evil, long-buried secret emerges from beneath the town.
