The Cobra Identity

Shoulder-launched missiles threaten airliners inside the U.S. and National Guard soldiers with Ranger training help American law enforcement capture the terrorists attempting to extort billions from airline companies. The plot is much larger though, and soon involves agents at the highest levels in opposing governments. A small group of Army specialists are ordered to help FBI capturing the terrorists, and then take covert military action to end the threat from abroad.
