1. In a large saucepan combine the water, oats, and bulgur. Bring to boiling; reduce heat. Simmer 8 minutes (grains will not be tender). Transfer to a large bowl; cool 10 minutes.
2. Meanwhile, remove ½ tsp. zest and squeeze ½ cup juice from oranges. Wrap zest in plastic wrap; chill. Stir orange juice and the next eight ingredients (through salt) into cereal. Cover and chill at least 12 hours or up to 3 days.
3. To serve, transfer cereal to a large saucepan. Cook over low until heated through, stirring occasionally. (Or let stand at room temperature 15 minutes before serving.) Stir in orange zest. Top servings with peaches, almonds, and, if desired, halved orange sections.
