LEAGUE-ERA OPIUM REGIME STATISTICS
The League of Nations collated statistics on both licit and illicit drug output, trade and consumption, based on data provided by governments.1 Data quality was variable, especially in the early years, but it was better on the Asian opium franchises and monopolies, which were well equipped to collect them. Gaps in the series have been filled with piecemeal information brought up at OAC sessions but somehow not included in the annual reports, and, for Indochina, with a quasi-official French source.
