In a parliamentary answer, the government spokesman Lord McKenzie claimed that ‘at least £545 million is spent annually on spending policies that tackle climate change,’27 but – though I have made three requests – the government has so far failed to give me a breakdown of this figure. The phrase ‘spending policies that tackle climate change’ makes me suspicious, as it could be used to include spending whose impact on climate change is incidental, or spending which tackles climate change amongother objectives. Why did he not say simply ‘at least £545 million is spent annually on tackling climate change’?
