* As might be expected, the public relations men whom I interviewed later that year at Tepco’s headquarters in Tokyo were more optimistic about Plant No. 1. Mr. Togawa Satoshi of the Corporate Communications Department told me: “Regarding Reactor No. 4, it will be over within this year. For 1 to 3 it’s more difficult. Inside the reactor, the melted fuel has to be removed. This is difficult work under very high radiation. Unlike in regular work, we need to develop new technology. For 30 to 40 years we’ll have to keep doing this work, and then finally we will demolish the building.”
